Over the past six decades, Dubai Electricity and Water Authority (DEWA) has contributed to supporting social, economic, and environmental sustainability, in Dubai, according to an integrated institutional approach. This approach aims to serve the community and strengthen cohesion among all its members. This is based on DEWA’s institutional values: stakeholders’ happiness, good governance, excellence, innovation, and sustainability. DEWA has launched its community initiatives within an institutional framework and an integrated system that includes plans, initiatives, implementation and evaluation, based on the Global Reporting Initiative (GRI), to ensure the sustainability of its results. DEWA allocates 8% of its sales revenue to CSR initiatives, and works with various public and private organisations to implement these initiatives. DEWA works to promote Corporate Social Responsibility (CSR), and to consolidate a spirit of voluntarism among DEWA employees and community members, in general. This has helped DEWA become a pioneering example of Corporate Social Responsibility (CSR). DEWA has also changed the name of its Customer Relations division to Customer Happiness, to focus on the quality of CSR initiatives, and not the quantity.
The process of developing DEWA’s CSR strategy goes through several phases. These include an analysis of the internal and external environment, the relationship with DEWA’s strategy and strategic priorities, institutionalising institutional CSR work, implementing institutional CSR work, and periodic reviews of the results of institutional work, along with continuous learning and improvement. DEWA’s CSR efforts over the last few years have contributed to an increase in society happiness, from 82% in 2013, to 92% in 2017. DEWA also received many local and international awards in CSR, including the MVO8000 in CSR in 2015, becoming the first government organisation in Dubai to receive this global recognition. DEWA won three awards in the International Corporate Social Responsibility (CSR) Excellence Awards 2017. DEWA received the Gold Award in the Best Initiative category for its Emission Reduction Programme, the Silver Award in CSR for the DEWA Sustainability Report 2015, and the Bronze Award in Education for its Rationalisation campaigns.
Aligning DEWA’s strategy with national strategies

We also work to instil the value of serving the nation in the hearts of new generations to reflect their love for the UAE, which is a value that already fills the hearts of the UAE’s citizens and residents,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

DEWA organises many activities and events, around the world, to enhance interaction with various groups in the society, and contribute to building a better future for our future generations,” added Al Tayer.
Over 2.3 million beneficiaries from 27 community initiatives
DEWA approved 12 main programmes to provide 27 social and humanitarian initiatives that directly support the three themes of the Year of Giving initiative, which was launched by HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE. DEWA’s initiatives support the directives of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to implement initiatives to support everyone in the UAE, and establish a permanent change in the way the next generation helps the UAE. This comes in line with DEWA’s CSR and its efforts to support the Year of Giving initiative. The initiatives were implemented in cooperation with prominent local and international humanitarian organisations.
45,000 volunteer hours by 1,847 volunteers from DEWA’s staff
DEWA launched a programme to support voluntary work among its employees through a special section on its website, called, DEWA Programme for Voluntary Work. The objective of the programme is for DEWA employees to participate in community service and charitable projects, by allocating some of their time to volunteering during working hours. Through the launch of the volunteer work programme, DEWA is working make it easier to participate in community programmes and initiatives that suit the interests and abilities of volunteers at suitable times to serve the community, to help spread happiness and creating a positive and stimulating environment. This comes within the framework of its mission to promote volunteer work and develop the integrated community work system at DEWA, to serve the community and strengthen cohesion among all its members. In the Year of Giving, 1,847 DEWA employees contributed 45,665 volunteer hours, compared with 8,014 hours in 2013: 2.94 hours per employee compared to 0.83 hours in 2013.
Over 8 million people benefitted from Suqia’s projects in 25 countries around the world. In February 2015, HH Sheikh Mohammed bin Rashid Al Maktoum issued Law Number 3 of 2015, establishing the UAE Water Aid Foundation (Suqia) as a non-profit organisation. Suqia is managed by DEWA and under the umbrella of the Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI). Suqia works to improve the living conditions of poor and afflicted communities and support the sustainable development. It also conducts research and development in water desalination and purification using solar power. DEWA contributes AED 35 million every year to Suqia’s initiatives and projects, which have benefited over 8 million people so far in 25 countries over the last 3 years. During the Year of Giving, Suqia implemented 85 development projects in 21 countries benefiting 550,000 people.
Community partnerships with public and private sector
DEWA’s social and volunteering programmes made significant achievements through 42 social partnerships during the Year of Giving. These programmes included: ‘Risalat Khair’ to implement sustainable humanitarian initiatives outside the UAE; ‘Souq Al Khair’ to sell the products and craft items of charities and centres for people of determination; ‘Taleem Al Khair’ to support educational institutions by sharing the experience and knowledge of DEWA volunteers with students, arranging field visits to schools, as well as training courses for school and university students, and providing educational equipment to centres of people of determination. ‘Tyour Al Khair’ distributes birdfeeders to DEWA staff. ‘Fazat Al Khair’ supports families with special needs by providing special equipment to help them with their daily lives. ‘Sandouq Al Khair’ is a social fund for DEWA staff. The programmes also include the ‘Al Khair programme’ on Zayed Humanitarian Action Day; 19th day of Ramadan. ‘Al Khair Accelerators’ in cooperation with Suqia encourages research to develop innovative solutions to produce water using solar power.
DEWA Innovation Centre at Dubai Rehabilitation Centre for Disabled
In February 2017, HH Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Higher Committee for the Protection of the Rights of People of Determination, opened DEWA’s Innovation Centre at the premises of the Dubai Rehabilitation Centre for Disabled in Al Qusais. The centre will provide over 150 students of determination with the required training courses on modern technologies. It will ensure a positive innovative educational environment, empowering them to get engaged in all kinds of social activities to become creative and innovative individuals. DEWA aims to provide students with a self-learning experience in which they can deal with advanced devices like robots, which enhance their creative, innovative and sustainable abilities, and helps them meet the labour market’s requirements.
DEWA volunteers in Tajikistan
In August 2017, and as part of the Risalat Khair programme international volunteering programme that DEWA carried out in Tajikistan, in cooperation with the Mohammed bin Rashid Al Maktoum Charity and Humanitarian Establishment, and Suqia, 7 male and 8 female employees who worked 2,160 employee hours on this unique humanitarian project to benefit 7,850 people.
In Upper Egypt
Suqia and the Mohammed bin Rashid Al Maktoum Charity and Humanitarian Establishment launched a campaign to implement sustainable development and humanitarian projects in Upper Egypt. The campaign lasted eight days, and included projects for the installation of clean water distribution networks in several villages. A total of 175,000 people benefitted from these projects.
Supporting ‘For your sake, Somalia’ campaign
DEWA participated in the campaign ‘For your sake, Somalia’, which was launched by the UAE Red Crescent, to alleviate millions of people suffering from famine and war in Somalia. DEWA donated 20,000 cartons of Mai Dubai bottled water, through the humanitarian campaign to help the Somali people, whose conditions were affected by a lack of food, water and medicine, due to drought, and the repercussions of the events in Somalia.
Emirati condolence tents exempted from electricity connection fees
DEWA presented a proposal to the Executive Council of Dubai for its Caring for the Bereaved initiative to simplify procedures and getting services for families of deceased UAE Nationals. The initiative underlines the values of solidarity and compassion, which is instilled in Dubai and the UAE society and supports DEWA’s role as a socially-responsible government organisation. DEWA formed a joint committee comprising the relevant government organisations in Dubai, to identify all the procedures required in case of death such as the issuance of death certificate, forensic report, and burial permit, setting up signs that guide people to the condolence tent, and supplying the tents with electricity and water. The committee developed a future vision for the initiative, based on experiences of the bereaved. Eight government departments in Dubai expressed their interest to join the initiative. In March, DEWA issued a resolution exempting Emirati condolence tents from electricity-connection fees and will provide a water tank free of charge for each day for the three-day mourning period.
Al Tayer recommended establishing a joint committee from the Executive Council of Dubai, DEWA, the Community Development Authority, and Dubai’s The Model Centre, to determine the mechanism of the initiative, and submit recommendations to the Executive Council to be considered and adopted. Government departments in Dubai welcomed the initiative and announced willingness to provide the necessary support for its success. The initiative was also welcomed by the Executive Council of Dubai. From March to December 2017, 398 families benefitted from these free connections at a total cost of AED 318,400.
Dubai’s Marriage Endowment
DEWA is one of the first organisations to provide support for Marriage Endowment to support young Emiratis’ marriages. This promotes building successful families for a cohesive society that keeps its identity and traditions. The family is the foundation for society to develop sustainably. DEWA has a strategy that supports the vision to transform Dubai into a global centre for promoting and enabling endowment for the service of humanity. This supports the largest international endowment initiative launched by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, through the Mohammed bin Rashid Global Centre for Endowment Consultancy (MBRGCEC) and Dubai’s Global Vision for Awqaf and Endowments.
DEWA helps to achieve Dubai’s Global Vision for Awqaf and Endowments, which consists of eight themes. These themes include a comprehensive strategy, a clear legislative environment, effective consultation, international best practices in the establishment and management of Awqaf and Endowment foundations, and maximising social impact through innovative opportunities. These underline four strategic themes, the first of which aims to transform Dubai into a catalyst to serve society through Awqaf and Endowments.
People of Determination tops DEWA’s list of priorities
The National Policy to Empower People of Determination was launched by HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to create an inclusive society that ensures empowerment and a decent life for people of determination and their families. In addition, the ‘My community… a city for everyone’ initiative was launched by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, to transform Dubai into a city that is friendly for people of determination by 2020. We are committed to consolidating the principles of social responsibility by launching social and developmental initiatives and projects, to meet the needs of all society, especially people of determination. DEWA launched programmes and initiatives that contribute to the integration of people of determination in the social life, as well as the work environment.
DEWA launched the Ash’ir initiative to aid people with hearing impairments. The initiative includes instant messaging, visual chat, and sign language features to help people with special needs directly communicate with DEWA’s call centre. DEWA has also implemented a valet-parking service across all its branches, a wheel chair service, and road monitoring systems for people with special needs. DEWA has a specialised team that knows sign language, as well as customised services for the visually impaired with braille, in addition to a booklet on how to send complaints electronically, among others.
DEWA’s Absher initiative supports employees with special needs and features a team specialised in human resource management and a hotline to meet the needs of people with disabilities and further integrate them into society.
Privileges for people with low incomes
DEWA cooperates with the Community Development Authority (CDA) to help people who are registered with DEWA with low-income jobs. DEWA will also bear the costs of any new connections of up to AED25,000. Approximately 2,600 people benefitted from this service between 2011 and 2017 with total financial support over AED 58 million. DEWA also supports citizens with Sanad cards, as long as they do not exceed 6,000 kilowatt hours a month for electricity. This service benefitted over 17,000 people between 2013 and 2017.
DEWA exempts citizens from water bills whose usage equates to under 20,000 gallons per month, with 221,436 people benefitting from this service between 2013 and 2017. DEWA also exempts low-income families registered with CDA from electricity costs. It helped over 235,000 people between 2013 and 2017.
Al Khair Exhibition in cooperation with 6 social and humanitarian organisations
DEWA organised Al Khair Exhibition 2017 at Mirdif City Centre in Dubai, to highlight how prominent social organisations are serving society. Social and humanitarian organisations that took part in the exhibition include the Mohammed bin Rashid Centre for Islamic Culture, the Sheikh Mohammed bin Rashid Centre for Cultural Understanding, the Community Development Authority, the Dubai Club for People of Determination, the Al Noor Training Centre for Persons with Disabilities, and the Dar Al Ber Society. Organisations showed their social and humanitarian services and products. These include services for People of Determination (people with disabilities), new Muslims, the needy, and other services and products that were appreciated by the visitors. Organisations that took part in the exhibition commended DEWA for its efforts in humanitarian and social work in Dubai and the UAE, and for organising the Al Khair Exhibition, which was an important platform to reach the largest number of people in society and directly interact with the public.
‘Tyour Al Khair’ to foster a culture of good and promote environmental sustainability
DEWA launched the Tyour Al Khair initiative, to feed birds in Dubai, by distributing feeding pads to participants. Through this initiative, DEWA aimed to engender the Islamic values of compassion for birds and animals, and other aspects of charity. DEWA is keen to promote these lofty meanings among the UAE community, in order to be an example and a practical model among the nations that seek to encourage their children to do good, and establish the rules of charitable and humanitarian work among them.
438 staff have married through DEWA’s mass weddings
DEWA has developed a strategy to nurture its employees and achieve their psychological and familial stability. The mass wedding is one of DEWA’s most important annual events. In April 2017, DEWA held its 10th mass wedding, Anwar Dubai, under the patronage and in the presence of HH Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai, Minister of Finance, and President of DEWA. The wedding took place in a joyful and festive atmosphere for 62 of its employees. Since 2007, 438 staff have married through Anwar Dubai.
‘Umrat Khair’
DEWA also launched the ‘Umrat Khair initiative’, to enable 70 of its employees to visit Mecca, to perform Umrah, during the Holy Month of Ramadan. This was an opportunity to be drawn closer to Allah, and to do good, and achieve the desired balance between the body and the soul.
Women’s Committee: Empowering society through women
DEWA contributes to women empowerment in the energy sector, especially in clean energy, innovation, and creativity. DEWA Women’s Committee was established in 2010, and adopts a comprehensive approach that explores the different aspects that matter to women. It translates these into plans and programmes that develop women’s personal and life skills, while providing a positive and motivating work environment, enabling them to balance their professional and family lives. This has a positive effect, not only on DEWA, but also the community.
DEWA employs 1,894 female staff across all its divisions, 788 of whom work in engineering and other technical domains. 78.9% of DEWA’s female workforce are Emirati Nationals. Female staff were given over 38,000 training opportunities in the past three years in addition to 149 scholarships. Up to the end of last year, 249 female fresh graduates trained in DEWA as of the end of 2017. In 2017 DEWA female staff 13 out of DEWA’s 27 social initiatives.
DEWA is one of the first government institutions to establish nurseries to support working mothers. Today, it has the largest number of nurseries compared to other government institutions in Dubai, with a capacity of 175 children.
The Women’s Committee organises activities that consolidate national identity, contribute to women empowerment, and enhance women’s role in society. In the Year of Giving, DEWA organised the 3rd Emirati Women’s Forum, under the theme, ‘Women are partners in giving’, during the Emirati Women’s Day. A large number of women leaders and officials from the public and private sectors in the UAE took part in the forum.
The Committee encourages DEWA employees to make exercise a part of their daily life to achieve the desired balance, maintain a healthy lifestyle, and promote a positive working environment. Throughout the year, the Committee organises many educational events covering many aspects of women and family life, in cooperation with institutions responsible. DEWA Women’s Committee also organises lectures and workshops related to health, safety, the environment, sustainability, family life, the art of dealing with people, self-development, family management, organising social gatherings and meaningful recreational programmes.
Environmental sustainability enhances DEWA’s community responsibility
DEWA launches several programmes and initiatives to promote environmental sustainability and the transition towards renewable and clean energy. This supports the Dubai Clean Energy Strategy 2050, to transform Dubai into the city with the lowest carbon footprint, producing 75% of Dubai’s energy from renewable and clean energy sources.
Shams Dubai
As part of its efforts to engage community members in producing clean energy, DEWA launched the Shams Dubai initiative to encourage homeowners to install solar panels to produce clean energy. 613 buildings have solar systems connected in Dubai, with a total capacity of 40MW, by the end of January 2018. DEWA is also organising Solar PV Expert training for specialist consultants and contractors to receive the Solar PV Expert Certification. This is to ensure that the design and installation of solar photovoltaic panels in buildings is done according to the highest levels of quality and international best practices. 378 engineers and technicians received the Solar PV Expert Certification by the end of 2017.
Free charging for electric vehicles
DEWA launched the Green Charger initiative to set up an electric vehicle charging infrastructure for the public across Dubai. DEWA successfully installed 100 electric charging stations in different areas of Dubai and plans to increase the number of charging stations to 200 stations in 2018. As an incentive, DEWA announced that its registered users will be able to have their electric vehicles charged by DEWA’s Green Charger electric vehicle charging stations, completely free. This incentive will last until the end of 2019. This works to encourage the public to use electric vehicles and protect the environment.
DEWA’s environmental responsibility
DEWA is the first utility in the region to receive the International Renewable Energy Certificates (I-REC) certificate. The I-REC system is a voluntary system for international trade in renewable-energy certificates. The system was created to encourage utilities around the world to increase the amount of renewable or clean energy in their supply mix. The 13MW first phase of the Mohammed bin Rashid Al Maktoum Solar Park has received the I-REC certificates, which is equivalent to 25,000 megawatt hours of annual net electricity supplied to the grid from the 13MW power plant. DEWA has also signed an agreement to sell its 2017 certificates to Philips Lighting.
DEWA’s activities are free of carbon emissions
DEWA received the Certified Emissions Reductions (CERs) certificate from the United Nations Framework Convention on Climate Change (UNFCCC) for successfully offsetting carbon emissions during the 18th Water, Energy, Environment Technology Exhibition (WETEX 2016). This was achieved by trading carbon credits (CDMs) approved by DEWA’s projects based on the Kyoto Protocol of the UNFCCC. The exhibition’s carbon emissions were neutralised with carbon balances approved for the cooling of air ducts for gas turbines at Jebel Ali Power Station’s L-Station.
Reducing electricity and water consumption
DEWA’s programmes and initiatives have achieved significant results in the rationalisation of electricity and water use in various sectors. Between 2009 and 2017, DEWA’s customers saved approximately 1.7 TW/h of electricity and 6.7 billion gallons of water, worth over AED 1 billion. The generated savings have resulted in offsetting around 900,000 tonnes of carbon emissions. The residential sector reduced electricity use by 19% and water by 27%. The commercial sector reduced electricity use by 9% and water by 29%. The industrial sector reduced electricity use by 14% and water by 28%. Educational institutions have succeeded in reducing electricity use by 10% and water by 24%. Government and semi-governmental organisations reduced electricity use by 12% and water by 21%.
DEWA has also worked with 9 government organisations on the ‘Ideal Home’ initiative to enhance their quality of life, ensure the safety and well-being of the local community, and raise awareness about best practices. This works to provide an ideal environment at home, and establish environmental sustainability in Dubai in cooperation with DEWA’s partners: Dubai Police, Dubai Municipality, the General Directorate of Residency and Foreigners Affairs, the Roads & Transport Authority, Dubai Health Authority, Dubai Civil Defence, Dubai Corporation for Ambulance Services, the Community Development Authority, and the Smart Dubai Government Establishment. The first place winner received an electric car, the second received AED20,000, and the third place winner received AED15,000. Winners from the fourth to the tenth place received AED10,000 each. Additionally, photovoltaic solar systems will be installed on the rooftops of the ten winners’ houses.
Conservation Award for education sector
DEWA organises the Conservation Award, in partnership with the Ministry of Education and the Knowledge and Human Development Authority (KHDA) in Dubai. Over the past eleven years, these joint efforts have resulted in impressive outcomes, with the participation of 443 educational institutions in Dubai. Thus far, DEWA has delivered 1,421 sessions and workshops to approximately 334,000 students. The total savings achieved by the educational institutions is 157GW/h and 1,400,000,000 gallons in water consumption, which is enough to fill 2,504 Olympic swimming pools. This contributed to reducing 89,983 tonnes of carbon dioxide emissions, which is equivalent to planting 102,070 trees. These cumulative savings in electricity and water are worth approximately AED 122 million.
Supporting national identity and youth empowerment
DEWA is committed to nurturing and supporting the UAE youth. DEWA’s Youth Council was established for the youth, in line with the UAE National Youth Agenda. The Council aims to empower and involve young people and highlight their decision-making capabilities DEWA’s departments and sectors. DEWA was the first government organisation to host Youth Circles, approved by HH Sheikh Mohammed bin Rashid Al Maktoum, to provide a platform to discuss the best practices and the most important topics related to the youth and their aspirations, and come up with practical solutions and innovative ideas to the challenges they face. The Circle was attended by HE Shamma bint Suhail Faris Al Mazrui, Minister of State for Youth Affairs, and HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.
Emiratisation and supporting national talent
DEWA is committed to developing and supporting Emirati talent to meet the UAE National Agenda, in line with our strategy to prepare young Emiratis to take the lead in the energy and water sectors. DEWA’s Emiratisation strategy includes ambitious programmes to train and prepare Emiratis for technical and engineering jobs. DEWA provides various scholarships to Emirati students who wish to further their studies in the energy sector. This is part of DEWA’s strategy to appoint Emiratis to leading positions within it. DEWA has achieved excellent results in Emiratisation, with UAE nationals holding 85.45% of senior management positions.
DEWA’s scholarship programme
DEWA’s Emiratisation strategy includes ambitious programmes to train and prepare Emiratis to do technical work. In 2013, DEWA added a scholarship programme for students to get a Bachelor’s degree in renewable energy. DEWA also has agreements with international companies to train DEWA staff in Europe and the USA, exchange expertise, and learn about the latest international developments in energy, water and the environment. 357 students are currently enrolled in the programme in engineering, with the financial investment reaching over AED 100 million, over the past three years.
DEWA also organises summer internship programme in the summer. The programme will strengthen students’ skills and build their practical expertise in their fields of study to support their future professional careers, in addition to developing their positive outlook towards responsible professional performance in the future to serve their communities. DEWA also sponsors study and research projects related to its work, and recognises distinguished scholarship students to motivate them to excel in their studies.
‘Future Engineers’
DEWA organises ‘Future Engineers’ camp twice a year as part of its efforts to promote innovation among young people, develop their skills, and support their creativity. The camp provides the children with basic scientific skills such as analysis, observation, and problem solving.
In December 2017, DEWA organised the 4th Future Engineers camp, in cooperation with Al Jalila Cultural Centre for Children (AJCCC) in Dubai. A total of 40 students took part in the camp. They spent over 80 training hours learning about the basics of robotics, and developing smart applications. The camp included specialised programmes to develop skills in communications, teamwork and scientific research, as well as daily educational and fun activities and competitions. The participants’ happiness rate about the winter camp is 99.86%.
Recognitions and partnerships
DEWA collaborates with many public and private organisations to implement CSR programmes. 42 social partnerships were made during the Year of Giving. Society’s satisfaction with DEWA’s partnership reached 92% in 2017.
DEWA ranked first in corporate reputation among individuals, and second (after the Emirates Red Crescent) in the corporate sector.

Watani Al Emarat Foundation
“The collaboration between organisations in the implementation of national programmes results in highlighting the values of the UAE, and spreading the concepts of those values among individuals. These include creativity and pride in the local community, as well as loyalty, and belonging. One of the examples of such collaborations is the fruitful cooperation between Watani Al Emarat Foundation and DEWA, on the UAE Flag Day, as part of the Flag Day initiative, organised by Watani Al Emarat. 267 volunteers from DEWA distributed the UAE flag to citizens’ homes. The staff distributed 5,000 flags in various residential areas in Dubai,” said Dherar Belhoul Al Falasi, Director General of Watani Al Emarat Foundation.
